  1. General provisions
    1.1 Scope of the guidelines.
    These guidelines are in accordance with the regulations of World Athletics(hereinafter: WA) and the Estonian Athletics (hereinafter: EKJL) on the organisation of competitions.
    1.2 Compliance with the guidelines.
    Compliance with these guidelines is mandatory for all organisers and participants of the competitions.
    1.3 Interpretation of the guidelines.
    During competitions, the resolution of any issues not specified by these guidelines or issues which are open to several interpretations shall be the competence of the Technical Delegate of the WA for the competition, the Chief Referee of the competitions and the representative of the organiser of the competitions.
  2. Objectives of the competition
    2.1 Preserving and carrying on the memory of the sports hero Heino Lipp from Ida-Viru County, through the organisation of a high-level competition.
    2.2 Continuation of the tradition of international competitions in Ida-Viru County at the Jõhvi Athletics Stadium named after Heino Lipp.
    2.3 Increasing the visibility of Jõhvi Rural Municipality and Ida-Viru County by organising a High-level international athletics competition in the Estonian sport and culture space.
  3. Programme of the competition, and procedure
    3.1 Name of the competition
    Jõhvi 2024 – World Athletics (WA) Continental Tour Bronze level meeting (hereinafter: Meeting)
    3.2 Organiser of the Meeting.
    The organiser of the Meeting is the non-profit association Spordiürituste Korraldamise Klubi (hereinafter: SÜKK) in cooperation with Jõhvi Rural Municipality.
    3.3. Time and place of the Meeting.
    The Meeting will take place on 23 May 2024 at the Jõhvi Athletics Stadium named after Heino Lipp. The competition shall be conducted according to timetable approved by the Competition Director.
    3.4 Events in the programme of the Meeting.
    Women: 100 m, 200 m, 800 m, 100 m hurdles, 4×100 m relay, long jump, high jump, triple jump, shot put, hammer throw
    Men: 60 m, 100 m, 200 m, 800 m, 110 m hurdles, long jump, triple jump, discus throw, shot put, hammer throw
    Girls: (U14, U16, U18) 100 m run, long jump, high jump
    Boys: (U14, U16, U18): 100 m run, long jump
    3.5 Management of the Meeting.
    The Meeting shall be held under the management of the Chief Referee in cooperation with the WA Technical Delegate and the representative of SÜKK.
  4. Terms for participation
    4.1 Participants of the Meeting.
    All athletes eligible to compete under the WA ER Rule 3 and compliant with the competition rules applicable to competitions organised within WA Continental Tour can participate. Estonian athletes must have a valid EKJL license.
    4.2 Registration for the Meeting.
    To participate in the Meeting, a filled-in submission form shall be submitted to the organisers by 17 May 2024 at the latest. Athletes shall be registered in the waiting list for the Meeting based on their registration form. Athletes who have received an invitation from the organiser to participate shall be registered in the list of participants of the Meeting.
  5. Technical conditions for the Meeting
    5.1 Bib numbers
    Bib numbers shall be issued at the venue of the Meeting no later than 1 hour before the start of the Meeting event.
    5.2 Entry to an event.
    Registration to an event shall be made at the venue and shall end for track events, 20 minutes, and for field events, 35 minutes before the scheduled start of the event. The competitors will be accompanied to the venue by judges.
    5.3 Competition clothing and footwear. Items prohibited at venues.
    The clothing and footwear of the competitors must fully comply with the requirements established by the WA rules and regulations. Any other items that may complay with WA Technical Rule 6.3, may be considered an unfair assistance, and therefore shall not be taken into the venue.
    5.4 Implements.
    Implements, that have a valid WA certificate and are in conformity with the Technical Rules, can and shall be used at the meetings. Personal implements will be accepted for inspection up to 1.5 hours before the start of the respective event. The brand of the equipment must be identifiable by inspection, must be in conformity with Technical Rules and must have a valid WA certificate.
    5.5 Track Events.
    All track events are timed using Photo Finish System. In the women and men track events, there shall be one main race, and the rest of the races in the same event will not count towards the final standings, and therefore, will not be eligible for prizes.For athletes participating in other categories (U16, U18, U20), all the races will be considered as main race(s) and the results will be combined to give the overall ranking.
    5.6 Field Events
    In long jump/triple jump and in throwing events, each athlete shall receive 3 attempts. After the third round, 8 athletes with the best results shall be awarded 3 additional attempts in the finals. Athletes are regrouped before the fourth and sixth round of an event. In High Jump, if there is a draw for the first place amongst two or more athletes, a jump-off between these athletes shall be conducted in accordance with Rule 26.9 of the Technical Rules, unless the relevant athletes at any stage decide not to jump further.
    5.7 Protests and Appeals
    All written appeals shall be handled by a three-member Jury of Appeal, which will be formed of referees and representatives of the organiser.Any protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event.
  6. Prizes
    6.1. Prize money to the best athletes at Jõhvi World Athletics (WA) Continental Tour Bronze level meeting.
    In the scheduled events, the top athletes shall be awarded with the following prize money:
    Premium events (Women: 100m, 100 m hurdles, hammer throw, high jump; Men: 100 m, long jump, shot put, discus throw):
    1st place 1,000 euros, 2nd place 600 euros, 3rd place 400 euros, 4th place 300 euros, 5th place 200 euros. Premium events will be included in the WA bronze label (C-level) ranking.
    Classic events (Women: 4x100m relay, long jump; Men: 60m, 800m, 110m hurdles, hammer throw):
    1st place 500 euros, 2nd place 400 euros, 3rd place 300 euros, 4th place 200 euros, 5th place 100 euros. Classic events will be included in the WA bronze label (C-level) ranking.
    National events (Women: 800m, triple jump, shot put; Men: triple jump):
    1st place 300 euros, 2nd place 200 euros, 3rd place 100 euros. National events will be included in the WA ranking as F-level events.
    The income tax of 20 per cent applicable in the Republic of Estonia shall be withheld from the prize money.
    The top young athletes shall be awarded with sponsors’ prizes.
  7. Funding
    7.1 Travel expenses of the athletes
    The expenses of the athletes on travelling shall be borne by the sending club or by the individual. The organiser shall compensate the sending clubs for the transportation of the athletes in the amount of up to 100 euros per five athletes. The travel expenses of invited participants shall be borne by the organiser.
    7.2 Expenses on organising and carrying out the Meeting.
    All expenses on organising and carrying out the Meeting shall be borne by Organisers mentioned in paragraph 3.2 of this document.
